In Venezuela, the Department of Control of Narcotic Substances and Psychotropic Drug Directorate, Drug and Cosmetic attached to the Directorate of Environmental Health and Sanitary Control, Ministry of Health and Social Development, is responsible to supervise, monitor and control the import, export and use of psychotropic substances, precursors and drugs as well as those by simple chemical means (precursors) originate any psychotropic drugs or stupefied salts, preparations and specialties pharmaceutical.
By order, Department regulates the applicable system for controlling and monitoring of narcotic or psychotropic substances in pharmaceutical establishments, chemical industry and public and private hospitals. In exercise of the comptroller function, it applies administrative sanctions for offenders covered by the Organic Law on Narcotic Drugs and Psychotropic Substances (LOSEP) *.
Among the functions performed by the office are:
1. Observe and enforce the provisions of the Organic Law on Narcotic Drugs and Psychotropic Substances .*
2. Supervision and control of trade, retailing, manufacturing, refining, processing, extraction, preparation, production, exportation, importation, prescription, possession, supply, storage, transportation, distribution and use of psychotropic substances, narcotics and precursors that have therapeutic utility and they are intended scientific research.
3. Processing of applications for permits to import and export of chemicals (precursors), psychotropic drugs for pharmaceutical facilities, chemical industry, and other official institutions.
4. Examination of the annual registration of pharmaceutical establishments and importers of chemical substances (precursors), psychotropic drugs as well as salts, preparations and specialties pharmaceutical products containing them.
5. Licensing the import of chemicals (precursors), psychotropic drugs.
6. Perform inspections for recognition of imports of chemicals (precursors), psychotropic drugs.
7. Permits for development-based pharmaceutical and psychotropic substances prescribe drugs and related inspections of the lots produced.
8. Licensing of pharmaceutical and drug companies to transfer or sell narcotics and psychotropic pharmaceutical establishments.
9. Receipt and processing of data submitted in the relations of monthly movement of psychotropic substances and official prescribing psychotropic drugs from pharmaceutical establishments.
10. Check the sealing and delivery to the official prescription doctors for prescribing psychotropic drugs.
11. Order the sealing and delivery of books for the keeping of narcotic and psychotropic substances and pharmaceutical establishments.
12. The development and delivery to the International Narcotics Control Board annual estimates and quarterly and annual statistics of psychotropic and narcotic substances.
13. Review and update the lists of controlled substances in products made from them.
14. Approval of permits applied for by doctors for patients who require prolonged treatment on the basis of narcotic or psychotropic substances.
